Work Machinery Lifting Capacity Certification



According to the Government Gazette Issue No 1186/Β/2003 regarding the Normative Regulations for Lifting Equipment, the lifting equipment includes all machines used for lifting and shifting of loads suspended on a hook or with the use of another suspension of lifting system.

 

The ifting machine can be either a fixed structure or a moving vehicle.

 

Based on the Government Gazette Issue No 1186/Β/2003, the lifting machines, depending on the risk, fall into three categories:

1. High risk category: The high risk category includes two machines' subcategories:

    • Subcategory Υ1: It refers to cranes, which are in function near the sea, cranes used in steel industries, foundries or other plants where dangerous materials (such as flammable explosives toxics) are transported (lifting capacity ≥ 2Τ), bridge cranes (lifting capacity ≥ 5Τ), tower cranes for buildings, vehicle lifting platforms (higher than 4m), fixed jib cranes and fixed mast cranes (lifting capacity ≥ 2Τ).
    • Subcategory Υ2: It refers to devices for the lifting to persons involving a risk of failing from a vertical heigh of more than 3m, work machinery (as mobile cranes, mobile basket cranes, cranes-excavators, bridge cranes), cranes used in steel industries, foundries or other plants where dangerous materials (such as flammable explosives toxics) are transported (lifting capacity ≥ 2Τ), bridge cranes (lifting capacity ≥ 5Τ), fixed jib cranes and fixed mast cranes (lifting capacity ≥ 2Τ).

2. Average risk category: It refers to small cranes for constructions up to 250 Kg, lifting platforms for house appliances, lifting equipment on airports, lifts of handicapped people in airplane, mobile elevators of work platforms, concrete pumps or forklifts, vehicle lifting platforms (up to 4m).

3. Low risk category: It refers to cranes for collecting vehicles, manually controlled lifting cranes more than 100Kg, stable lifting platforms for persons, hydraulic Platforms devices with lifting capacity mre than 200Kg.

 

 

It should be pointed out that a Ministerial Decision was published in the Government Gazette Issue No 2062/Β/23-08-2013 in 23rd August 2013, conerning the imposition of administrative sanctions for directly proven infringements of the labour legislation, in captive power for Labour Inspector.

One of the sanction cases referred to this Ministerial Decision, as described in Article 2, case III, is the adsence / non-presentation of a lifting capacity certificate for every lifting machine.

In this case, the imposed fine is two thousand and five hundred Euros (2.500€) per case. The penalty is imposed immediately without prior invitation of the employer to provide explanations.

GEP, through an accredited inspection body, provides services for the inspection and certification of all lifting machines, as referred to the categories defined in the Government Gazette Issue No 1186/B/2003.
